Ujerumani kujadili matumizi ya biofuel
Nchini Ujerumani madereva wamekataa kujaza mafuta yanayotokana na mimea katika magari yao kama sheria mpya ya matumizi ya nishati mbadala inavyotaka nchini humo. Hii inatokana na mkanganyiko wa ni aina gani ya magari yanaweza kutumia mafuta hayo.
Waziri wa Uchumi wa Ujerumani, Rainer Brüderle, ameitisha mkutano hii leo mjini Berlin kujadili juu ya mzozo huo.Serikali ya Ujerumani haitaki kuachana na mpango wa mamtumizi ya mafuta hayo yanayotokana na mimea na inataka taarifa zaidi zitolewe kwa watumiaji.
Taasisi za magari pamoja na watumiaji nchini Ujerumani wametoa wito kwa viwanda vya magari kutoa maelekezo kwa wateja, kupitia ofisi za makampuni ya magari, iwapo magari yao yanaweza kutumia mafuta hayo ya biofuel. Takriban magari millioni 3 hayawezi kutumia mafuta hayo ya biofuel ambayo yana asilimia kumi ya gesi ya ethanol.
Gaddafi ashambulia waasi upya

Majeshi yanayomtii kiongozi wa Libya Kanali Muammar Gaddafi yamezidi kufanya mashambulio ya anga katika eneo la bandari ya mafuta linaloshikiliwa na waasi Ras Lanuf, katika mapigano mapya.
Walioshuhudia walisema ndege za kivita zimeangusha makombora katika maeneo waishio watu na karibu na maeneo waishio waasi.
Hapakuwa na taarifa zozote za mauaji.
Wakati huo huo, msemaji wa waasi alisema mwakilishi wa Kanali Gaddafi alipendekeza kufanya mazungumzo atakapoondoka.

Mwandishi wetu alisema kwa hali hii, ni vigumu kuona uongozi wa Gaddafi ukitaka kuzungumzia suala la kurithiwa.
Bunge la Hungary jana usiku limepiga kura kuyapitisha marekebisho ya sheria ya vyombo vya habari na kukubaliana na matakwa ya Umoja wa Ulaya.

Rais Obama atengua sheria marufuku ya kesi za ugaidi
Rais Barack Obama wa Marekani ameondoa marufuku ya miaka miwili dhidi ya kesi mpya za wafungwa wa jela la Guantanamo Bay, na hivyo kurejesha mahakama ya kijeshi dhidi ya watu hao iliyoanzishwa mwaka 2006 na mtangulizi wake, George Bush.

Inadaiwa kuwa ajira bandia zilianzishwa ili kupata fedha ambazo bwana Chirac aliwapatia marafiki zake. Rais huyo wa zamani alikuwa na kinga ya kutoshtakiwa wakati alipokuwa rais katika kipindi cha kuanzia mwaka 1995 hadi 2007, na mara zote amekuwa akikanusha mashtaka hayo.

KUFUATIA kujitokeza kwa Mchungaji Mbilikile Masakile kutangaza kutibia magonjwa sugu kupata dawa aliyooteshwa na Mwenyezi Mungu, watu wamezidi kumiminika Wilayani Loriondo mkoani Arusha kufuata dawa hiyo.
Mchungaji Mbilikile alijitokeza na kutangaza kuwa na dawa ya kutibia magonjwa yakiwemo ya Ukimwi, Tb, Presha na mengineyo, dawa ambayo alidai kuoteshwa na Mwenyezi Mungu.
Mchungaji Mbilikile anatoa tiba hiyo katika kijiji cha Samunge Kata ya Digodigo Wilayani Loriondo mkoani Arusha kwa kuchemsha mizizi hiyo na kuwapa dawa hiyo papohapo na mara utumiapo dawa hiyo mgonjwa hupona papohapo imedaiwa.
Dawa ya Mchungaji huyo hupatikana kwa sharti ya kunywa papohapo na hairuhusiwi kuondoka nayo na tiba hiyo hutoa kwa kiasi cha shilingi mia tano ya kitanzania 500/= tu.
Imedaiwa na mashuhuda waliofika eneo hilo kuwa mchungaji huyo huchemsha mizizi hiyo ya mti aliougundua kwa kuoteshwa na Mungu uliopo katika kijiji hicho na mara amalizapo kuchemsha dawa hiyo huiombea dawa hiyo na kuwapa wagonjwa papohapo.
Watu mbalimbali kutoka ndani na nje ya nchi wakiwemo viongozi kutoka sehemu tofauti wamekuwa wakimiminika kufata dawa hiyo inayotibu maradhi hayo sugu.
Baadhi ya wagonjwa ambao tayari wamekunywa dawa hiyo wamedai kupona maradhi ambayo yamekuwa yakiwasumbua na mmoja hata kuthubutu kuithibitishia NIFAHAMISHE kuwa amepona ukimwi kwa kuwa alipotoka kunywa dawa hiyo alipokwenda kufanya vipimo alionekana hana virusi hivyo alibainisha kwa sharti la kutotajwa jina.
Kufuatia uwingi wa watu kijijini hapo alipo mchungaji huyo kuna wasiwasi wa kutokea maradhi ya mlipuko kutokana na kuwa watu kujisaidia hovyo kwenye majani kwa kukosekana huduma ya choo mahali hapo.
Kufuatia hali hiyo Serikali imesitisha safari za kwenda Loriondo kutokana na mlundikano wa watu na magari eneo hilo na usalama kuwa mdogo kutokana na mlundikano huo kwa kuwa hivi sasa watu wamekuwa wakishindwa kwenda na kurudi kutokana na watu kuwa wengi tofauti na awali ukifika unakumnywa dawa na kurudi siku hiyo hiyo.
Nauli nayo imepanda maradufu kutokana na waendeshaji wa usafiri kuona biashara imenona na hivi sasa nauli imepanda na kufikia shilingi laki moja na elfu ishirini kutoka Arusha mjini hadi kwenda Wilayani Loriondo.

Wimbi la maandamano ya upinzani katika mataifa ya kiarabu linazidi kusambaa, ambapo leo hii makundi ya vijana nchini Kuwait yamepanga kuandamana.

Mahakama Kuu ilikataa ombi lililotolewa Jumatatu kuzuia kesi hiyo kwa misingi ya hali ya afya ya Bw Muluzi.
Aliyekuwa Rais huyo ametuhumiwa kwa matumizi mabaya ya takriban dola za kimarekani milioni 11 zilizotoka kwa wafadhili wa kimataifa.
Amekana mashtaka hayo- na mara zote amekuwa akisema hayo yote yametokea kutokana na kutofahamiana na Bingu wa Mutharika ambaye alikuja kuwa Rais mwaka 2004 baada ya yeye kumaliza muda wake.
Bw Muluzi alikamatwa mwaka 2005 kwa madai ya kuhusika na ufisadi, lakini hivi karibuni kesi hiyo imekuwa ikicheleweshwa kutokana na afya yake.
Mwandishi wa BBC Raphael Tenthani aliyopo Blantyre alisema tangu ajiuzulu mwaka 2004, Bw Muluzi amefanyiwa upasuaji wa mgongo mara kwa mara.
Rais Mutahrika alikwaruzana na Bw Muluzi baada ya kuingia madarakani, na kumshutumu mwenziwe ambaye aliwahi kumwuunga mkono kwa kuharibu mpango wake wa kupambana na ufisadi.

Majeshi ya Gaddafi yawazingira waasi
Wasiwasi umezidi kuongezeka wa kuzuka janga la kibinaadamu mnamo wakati ambapo majeshi yanayomuunga mkono kiongozi wa Libya Kanali Mohammar Gaddafi yameizingira miji ya Misrata na Zawaiya ambayo ni ngome ya waasi nchini humo.
Ishara zinaonesha kuwa Kanali Gaddafi amedhamiria kupambana na uasi huo kwa nguvu zote.
Ufaransa na Uingereza zinalichagiza Baraza la Usalama la Umoja wa Umoja wa Mataifa kupitisha azimio la kuzuia ndege kutoruka juu ya anga ya Libya. Maafisa wa Marekani, kwa upande wao, wamekuwa wakisita kukubaliana na azimio hilo.

Siku ya wanawake ulimwenguni imeanza kuadhimishwa tangu miaka 100 iliyopita nchini Denmark,Ujerumani,Austria,Uswisi,Bulgaria na Marekani. Wakati ule akinamama zaidi ya milioni moja waliteremka majiani kudai haki yao ya kimsingi- haki ya kupiga kura.
Hebu fikiria, miaka mia moja iliyopita wanawake hawakuwa hata na haki ya kupiga kura katika nchi nyingi za dunia. Hii leo, siku ya akinamama inaadhimishwa kwa kutathmini maendeleo yaliyoweza kupatikana tangu wakati huo, na kuzingatia changamoto zinazowakabili wanawake katika kila pembe ya dunia.
Nchini Ujerumani siku ya akinamama iliyopewa jina na mtandao wa akinamama wa Berlin- "Miaka mia moja ya subira- miaka 100 ya ghadhabu" inaadhimishwa kwa namna mbali mbali. Licha ya baadhi ya ufanisi, bado hali inadhibitiwa na wanaume- na hasa linapohusika suala la ajira, wanalalamika wanamtandao. Imedaiwa kuwa Lema amekuwa akimuadhibu mtoto huyo kwa lengo la kumuua ili aweze kuoa mwanamke mwingine baada ya mama wa mtoto huyo kufariki dunia.
Imedaiwa kuwa, Lema amekuwa akipata shinikizo kutoka kwa wanawake anaotaka kuwaoa kuwa hawataweza kulea mtoto wa kambo hivyo amekuwa akifanya hivyo ili mtoto huyo aweze kupoteza maisha ili aweze kuoa.
Bw. Lema amekuwa akimuadhibu mtoto huyo kwa kumpa kipigo cha nguvu na hatimaye kumuunguza sehemu zake za mwili na wakati alipokuwa akifanya hivyo alikuwa akimfungia chumbani na kumziba mdomo ili sauti isiweze kusikika nje ya nyumba hiyo.
Pia alikuwa akimlaza mtoto huyo nje ya nyumba mara kwa mara na kuthubutu kumnyima chakula .
Na alimsihi mtoto huyo asitoe siri hiyo kwa majirani na watu wengine na akimbaini kuwa anatoa siri hiyo ya kumuadhibu alimuhidi kumtoa uhai wake.
Hata hivyo mateso ya mtoto huyo yaligundulika na mwalimu wake wa shule ya awali kwa kumuona mtoto huyo akiwa dhofu na kusikia harufu kali ya vidonda vilivyotunga usaha yanayotoa harufu na ndipo alipomchunguza alibaini majeraha makali na ndipo papohapo alipokwenda kutoa ripoti katika kituo cha polisi cha Ngarinalo Arusha.
Mtoto huyo amegundulika majeraha makubwa sehemu zake za makalio kuungua vibaya, maeneo yake ya kifua, mkono wake wa kushoto na imesemekana karibia mwili mzima ulikuwa na majeraha makubwa yaliyovilia usaha na kutoa harufu kali.
Mtoto huyo alibainisha kuwa alikuwa akipata adhabu hizo mara nyingine kwa kupigwa na hata kuunguza na moto.
Kutokana na hali ya mtoto huyo watu waliomuona wakati akikaguliwa waliweza kuangua vilio na hata askari polisi nao waliweza kutoa machozi kutokana na hali ya mtoto huyo.
Asubuhi hii imedaiwa kuwa hali ya mtoto huyo imedaiwa kuwa ni mbaya na bado anaendelea na matibabu hospitalini hapo.

Wadadisi wanasema utawala wa Gbagbo hauna pesa za kunua kakao kutoka wakulima
Laurent Gbago ameamuru kuwa serikali yake isimamie mauzo yote ya zao la kakao nchini Ivory Coast na kwenye soko za kimataifa.
Gbagbo ametangaza kauli hiyo kwenye televisheni ya kitaifa, ambapo alisema utawala wake sasa utanunua zao hilo kutoka wakulima wote nchini humo.
Tangazo hili litabdadilisha sana mauzo ya zao kakao. Serikali ndio itakayo nunua zao hilo kutoka kwa wakulima laki saba kote nchini humo, tofauti na mfumo wa soko huru uliopo sasa.
Kwanzia sasa serikali itaamua bei kila msimu wa mavuno. Wadadisi wanasema tangazo hili litavuruga soko la zao hilo na kutakuwepo na faida kidogo sana kwa utawala wa Gbagbo ambao unataka kudhibiti biashara hiyo muhimu.
Hapo awali, Alassane Ouatarra anayetambulika na jumuiya ya kimataifa kuwa ndiye aliyeshinda uchaguzi wa urais nchini humo, alitaka biashara ya kakao isusiwe kwa muda kama njia moja ya kumshinikiza Gbagbo aondoke mamlakani. Kakao inatumika kutengeneza chokoleti, kiburudisho muhimu duniani na Ivory Coast ndio nchi ya tatu duniani kwa kuzalisha zao hilo.
Hata hivyo vikwazo vilivyowekwa na Umoja wa ulaya vitatatiza sana mauzo ya zao hilo katika nchi za ulaya, ambazo ni soko muhimu la kakao kutoka Ivory Coast.
Mwandishi wa BBC mjini Abidjan, anasema itakuwa vigumu kwa utawala wa Gbagbo kutekeleza amri hii kwa kuwa haina fedha za kuwalipa wakulima, takwimu za wanaozalisha zao hilo na hata ghala za kuhifadhi kakao zitakazo vunwa. Anasema tangazo hilo litachochea zaidi biashara ya magendo kupitia nchi jirani kama vile, Ghana, Togo na Liberia.

BIN JAWWAD, Libya — Forces loyal to Moammar Gadhafi, some in helicopter gunships, pounded opposition fighters with artillery, rockets and gunfire Sunday, dramatically escalating their counteroffensive to halt the rebels' rapid advance toward the capital.
They also battled to loosen the grip of rebels on two cities close to Tripoli. But in at least one case, their tactics appeared to lead them into a trap.
Residents said pro-Gadhafi troops punched into the city of Misrata, 120 miles (200 kilometers) east of Tripoli, the capital, with mortars and tanks but were pushed out five hours later by rebel forces. The rebel commanders intentionally opened the way for government tanks to enter the city, then surrounded them and attacked with anti-aircraft guns and mortars, said Abdel Fatah al-Misrati, one of the rebels.
"Our spirits are high," al-Misrati said. "The regime is struggling and what is happening is a desperate attempt to survive and crush the opposition. But the rebels are in control of the city."
As fighting across Libya grew more fierce, the international community appeared to be struggling to put military muscle behind its demands for Gadhafi to give up power.
A small British delegation sent to talk to the rebels headquartered in the main eastern city of Benghazi, meanwhile, was arrested by the rebels themselves, who said the group had entered the country without permission. The rebels have set up an interim governing council that is urging international airstrikes on Gadhafi's strongholds and forces, though they strongly oppose foreign intervention on the ground.
Sunday's fighting appeared to signal the start of a new phase in the conflict, with Gadhafi's regime unleashing its air power on the rebel force trying to oust the ruler of 41 years. Resorting to heavy use of air attacks signaled the regime's concern that it needed to check the advance of the rebel force toward the city of Sirte — Gadhafi's hometown and stronghold.

.Anti-Gadhafi forces would get a massive morale boost if they captured Sirte, and it would clear a major obstacle on the march toward the gates of Tripoli.
The uprising against Gadhafi, which began Feb. 15, is already longer and much bloodier than the relatively quick revolts that overthrew the longtime authoritarian leaders of neighboring Egypt and Tunisia.
Libya appears to be sliding toward a civil war that could drag out for weeks, or even months. Both sides seem to be relatively weak and poorly trained, though Gadhafi's forces have the advantage in numbers and equipment.
The conflict took a turn late last week when government opponents, backed by mutinous army units and armed with weaponry seized from storehouses, went on the offensive. At the same time, pro-Gadhafi forces have conducted counteroffensives to try to retake the towns and oil ports the rebels have captured since they moved out of the rebel-held east.
An opposition force estimated at 500 to 1,000 fighters pushed out of the rebel-held eastern half of Libya and has been cutting a path west toward Tripoli. On the way, they secured control of two important oil ports at Brega and Ras Lanouf.
If the rebels continue to advance, even slowly, Gadhafi's heavy dependence on air power could prompt the West to try to hurriedly enforce a no-fly zone over the country. The U.N. has already imposed sanctions against Libya, and the U.S. has moved military forces closer to its shores to back up its demand that Gadhafi step down
Africans say Libyan troops try to make them fight
Libyan troops loyal to Muammar Gaddafi are rounding up black African migrants to force them to fight anti-Gaddafi rebels, said young African men who fled to Tunisia.
In separate accounts at this refugee camp, they said they were raided in their homes by soldiers, beaten and robbed of their savings and identity papers, then detained and finally offered money to take up arms for the state.
Those who refused were told they would never leave, said Fergo Fevomoye, a 23-year-old who crossed the border on Sunday, Reuters reports.
"They will give you a gun and train you like a soldier. Then you fight the war of Libya. As I am talking to you now there is many blacks in training who say they are going to fight this war. They have prized (paid) them with lots of money.
He said Africans who are first intimidated and stripped of everything were then offered 250 Libyan dinars to train as fighters.
"They said I should take money and fight. They would give me 250 dinars. I said No. When I told them No they told me I would not go anywhere," he told Reuters.
The Libyan governemnt has denied using foreign nationals to fight the rebels, saying instead that dark-skinned Libyans serving in its security forces had been mistaken for African mercenaries.
INSTANT "MERCENARIES"
When protests against Gaddafi's government led to violence three weeks ago, rebels spread reports that the Libyan leader had brought in African mercenaries from such states as Chad and Zimbabwe.
But the suggestion that trained, uniformed troops were being flown in to help suppress the revolt has not been proven.
The accounts now emerging of how some black migrants are successfully being forced into taking up arms for the Libyan state may be one explanation of these reports of black fighters.
Whatever the truth, Nigerian and Ghanians in this transit camp all say they were suddenly very afraid to show their faces in the cities of western Libya where they worked, in case they were taken for mercenaries or dragooned by government troops.
Obinna Obielu, an electrician who had worked in Libya for 12 years and said he had saved 10,000 dollars, escaped with his two friends and their wives and two babies in an old Land Cruiser.
Obielu said the main road from Zawiyah, 50 km (30 miles) west of Tripoli was too dangerous, and he had driven through the bush close to the frontier.
"I go off, because it is not a good road. Because they are attacking people and sending them back to go and fight in the war," he said. "The car is left back there."
Daniel Chibuzor and Tijanx Sadiki also recounted how they were raided and robbed at home and left with no papers and no money for food, terrified of appearing on the streets, before they decided to risk travelling west to Tunisia.
A baby daughter, Ability, and infant son, Miracle, travelled with the group. Ability needed treatment at the Tunisian Army's mobile hospital for tear-gas inhalation.
Nigerian Ike Emanuel, who made it to the safety of Tunisian territory last week after burying his six-month-old baby in the desert, said he had talked to many of the latest arrivals among his countrymen and heard the same theme: Africans were being trapped and forced to either fight or flee.
Over 105,000 migrant workers have fled from Libya into Tunisia in the past 10 days, most of them Egyptians but also including some 20,000 Bangladeshis. The Egyptians have since been reptriated by airlift, after making angry protests about the Cairo government's alleged inaction.
The Bangladeshis and thousands of west Africans remain in the United Nations refugee agency's transit camp, which is being prepared for a possible influx of refugees the agency fears may be trapped inside Libya but desperate to escape.
Fergo Fevomoye said it was a sympathetic Libyan policeman who eventually helped him escape, "because if not I am going to stay here 20 years, I am going to die here
