Ban awatetea wafanyakazi
Baraza la Usalama la Umoja wa Mataifa limeunga mkono mwito wa katibu mkuu Ban Ki Moon, kutaka wafanyikazi wa Umoja wa Mataifa kulindwa zaidi nchini Afghanistan.
Hatua hiyo inafuatia shambulio la Jumatano, wakati jumba la wageni la Umoja wa Mataifa liliposhambuliwa na wapiganaji wa Taliban mjini Kabul, na wafanyikazi watano kuuawa.
Shambulio hilo limefanyika wiki moja tu kabla raundi ya pili ya uchaguzi wa urais kufanyika nchini humo.
Akizungumza na waandishi wa habari baada ya kikao na Baraza la Usalama, Bw Ban alisema wapiganaji wa Taliban huona ni rahisi kuwashambulia wafanyikazi wa Umoja wa Mataifa nchini Afghanistan.
U.N. Secretary-General Ban Ki-moon said he welcomes U.S. President Barack Obama's new focus and "fresh thinking" on Afghanistan.
During a press conference Thursday, Mr. Ban said he told President Obama that any military buildup in Afghanistan must be accompanied by a "political surge."
The United Nations is hosting a major international conference on the future of Afghanistan on March 31 in the Netherlands. Top U.S., Afghan and Pakistani officials will attend along with other players in the region, including NATO members and international donor organizations.
Mr. Ban said Afghanistan is at a crossroads with rising militant violence and upcoming elections in August.
The Obama administration is conducting a thorough review of U.S. policy in Afghanistan and neighboring Pakistan. The president has already approved the deployment of an additional 17,000 troops to boost security in southern Afghanistan, a stronghold of the Taliban insurgency.
Vice President Joe Biden told NATO allies earlier this week the United States is seeking out new ideas and cooperation in fighting what he described as the common threat of terrorism in the region.
Top military and U.S. officials have admitted that U.S. and NATO troops are not winning the war against a range of militant groups and a resurgent Taliban movement in Afghanistan.
NATO Vows to Bolster Troops in Afghanistan
NATO allies meeting in Romania at a major alliance summit reconfirmed their "long-term commitment" to Afghanistan and pledged to substantially beef up troop numbers in the country.
NATO leaders reaffirmed their long-term commitment to Afghanistan on Thursday with a document designed to bridge strategic divisions over the nature of the International Security Assistance Force (ISAF) mission.
The four-page "strategic vision" called on NATO members to maintain a "shared long-term commitment" to ISAF in its aim to help the people of Afghanistan "build an enduring, stable, secure, prosperous and democratic state" that is free of violence and terrorism.
"Today more nations stepped forward with offers that will raise that total again, and very substantially," NATO Secretary General Jaap de Hoop Scheffer said at a news conference with Afghan President Hamid Karzai and UN Secretary-General Ban Ki-moon.
Scheffer did not say how many troops were offered and referred specifically only to an offer by France to send an additional battalion, about 800 troops. But he said it satisfied a Canadian demand for reinforcements in its sector in southern Afghanistan

Viongozi wa muungano wa EU ambao wamekuwa wakikutana mjini Brussels, wameafikiana kuhusu maneno yatakayotumiwa, katika kuondoa kizingiti ambacho kimekuwa kikizuia makubaliano kamili kuafikiwa ya mkataba wa Lisbon.
Mkataba huo wa Lisbon utarahisisha utaratibu kufanya uamuzi miongoni mwa mataifa 27 ya muungano huo.
Rais wa Czech, Vaclas Klaus alikuwa amekataa kutia saini mkataba huo.
Bwana Klaus alikuwa ameelezea kwamba maelezo kuhusiana na mapendekezo ya haki za kimsingi yangeliwawezesha Wajerumani waliofukuzwa kutoka Czechoslovakia wakati wa vita vikuu vya pili vya dunia kurudi nchini humo na kudai mali yao.
Viongozi wa EU wamekubaliana nchi ya Czech ina uhuru wa kutozingatia sehemu hiyo ya mkataba.

Marekani imemuwekea kikwazo cha kusafiri afisa mmoja wa ngazi ya juu nchini Kenya, kwa kuzuia juhudi za kutokomeza ufisadi nchini humo.
Mkuu wa idara ya mambo ya nje ya Marekani inayoshughulikia Afrika Johnnie Carson amesema pia anatafakari kuweka kikwazo kama hicho kwa maafisa wengine watatu, ingawa amekataa kutaja majina yao.
Kenya ilikubali kufanya mabadiliko, baada ya watu 1,300 kufa baada ya ghasia za baada ya uchaguzi mwaka jana.
Hata hivyo Marekani inaamini kuwa baadhi ya maafisa wamekuwa wakizuia kwa makusudi, hatua za mabadiliko hayo.

Uamuzi huu wa kufungwa bwana Olabode na wenzake watano, umewaachwa wanigeria wakihoji ikiwa kweli anaweza kufungwa.

AN Ikeja, Lagos State High Court has summoned the national chairman of the Peoples Democratic Party (PDP), Senator Ahmadu Ali , the party’s Deputy National Chairman (South), Chief Olabode George and four others to appear before it today for contempt of court.
Also, a faction of the party in Lagos State has instituted a legal action restraining the new executive members of the party from parading themselves as officials of the party .
The summon, dated March 4, 2008, was based on the a case filed by one Engineer Oladele Oni and others, in which Senator Ali ,Chief George and four others were accused of disobeying a court order and failure to appear before the court.
The summon reads thus: “This honourable court will be moved on Friday March 7, 2008 at 9 O’clock in the morning or so soon thereafter as counsel may be heard on behalf of the claimant\applicant praying this honourable court for an order for the committal to prison of the respondents listed below for having disobeyed the orders of this honourable court made on the November 2 and 8, 2007.”

KABUL - Taliban fighters warned Afghans not to take part in the war-wracked country's upcoming presidential runoff, threatening Saturday to launch a fresh wave of violence on polling day to stop them.
The warnings came on the first official day of campaigning for the Nov. 7 vote. The militant group denounced the race between President Hamid Karzai and challenger Abdullah Abdullah as "a failed, American process" and said its fighters would "launch operations against the enemy and stop people from taking part."
The statement said Taliban militants will also cut off key roads and highways, and warned that anyone who casts a ballot "will bear responsibility for their actions."

QUETTA, Pakistan - Pakistani forces detained 11 Iranian Revolutionary Guards on Monday for crossing into Pakistan days after an Iranian commander was reported saying his men should be allowed to confront terrorists in Pakistan.
The Guards were arrested in the Mashkhel area on the border with Iran eight days after a suicide bomber killed 42 people, including six Revolutionary Guard commanders, in Iran's southeastern Sistan-Baluchestan province.

NAROK, Kenya - More than 200 of Ole Saloli's cows have died, ruining his children's inheritance and his safety net for old age. Now he wanders miles seeking pasture for the surviving animals, his bare feet as cracked and dry as the Kenyan earth he sleeps upon.
Saloli, who estimates he is around 80 years old, has seen many droughts. But he says they have gotten much, much worse since the devastation of the Mau Forest began.
"Mau Forest was created by God to make it rain and now people are destroying it," Saloli said bitterly as he watched his 50 remaining cows searching for forage in the dust.
The United Nations Environment Program estimates 10 million Kenyans depend on the rivers that flow out of the Mau Forest to irrigate their crops, provide electricity through hydroelectric dams, or supply water for the wild animals that draw hundreds of thousands of cash-flush tourists.
But charcoal burners, loggers and farmers are felling the forest's trees. A quarter already has been cut down, and long-simmering tensions over land, water and politics complicate the struggle to save the rest.
The U.N.'s Food and Agriculture Organization estimates that more than 9 percent of Africa's forests were lost between 1990 and 2005, depriving the world of a giant carbon sink and wreaking havoc with local ecosystems.
Forests produce their own moist microclimate, inducing rain and protecting water in the soil from evaporation. The Mau is Kenya's biggest water catchment area and the rivers that flow from it also feed the vast savannah of the Maasai Mara as well as four other national parks.
The destruction has exacerbated a drought that swept across East Africa, leaving 23 million people in need of food aid this year, according to aid organization Oxfam. The rains finally returned last week, but the forest destruction continues to threaten the region's ecosystem.
Rivers feeding lake dry up
One result: All the rivers that feed the famous flamingo-rimmed Nakuru Lake have dried up. Only a trickle from a spring and the sewage from town are still flowing, bringing in a steady flow of plastic bags and worse.

"It's not the bodies, it's the lake," park warden Vincent Ongwae says ruefully of the overwhelming stench as he picks his way between buffalo carcasses. His boots crush flamingo bones into a delicate mosaic in the mud.
As the lake has receded, it has become too salty for the animals to drink. Those weakened by hunger, like the buffalo, become mired in the mud as they try to quench their thirst, eventually dying of exhaustion.
Ongwae has been helping pump fresh water for the animals to drink, but fears such scenes represent the park's future unless the forest is saved.
The Mau's destruction began around two decades ago under former president Daniel arap Moi, who carved out huge chunks for himself and his political supporters. Some beneficiaries subdivided the tracts, selling plots to smaller farmers.
After Moi stood down in 2003, conservationists began a campaign to save the forest. In 2005, police swept through the area, burning down homes without warning.
Farmers come and go
But in 2007, President Mwai Kibaki invited the settlers back in what they say was a flagrant attempt to win votes ahead of a closely fought presidential election. Now the government says they must go again.
"These politicians have been kicking us around like a football," complained farmer Elijah Busiene as he led his heavily burdened donkey past the remains of his former home.
Busiene's family bought title deeds 15 years ago in areas of the forest they believed they were allowed to settle in. They were burned out, invited back, and now say they won't go without compensation for the green fields of tall corn and cabbages they've planted.
Despite the destruction, the rains here are so constant that farmers like Busiene can plant year-round. It will be a struggle to find somewhere this good, and like many others his family sold all their original land to move to the Mau. Other families who live here, like the members of the honey-gathering Ogiek tribe, say they have no other home.
Kenya has said it will compensate farmers who hold genuine title deeds. But they are far outnumbered by illegal squatters and inhabitants with more complicated claims, like the Ogiek.
Politicians have polarized the debate, reviving tensions that exploded in the wake of the disputed 2007 elections. More than 1,000 people were killed after political riots were fueled by grievances over land and ethnically divisive rhetoric.
But the recent drought has united more Kenyans behind efforts to save the forest.
The government taskforce set up to save the Mau Forest said it is ready to start evictions as early as next month.
"We are holding this forest in trust for everybody," said forestry official Anthony Maina. "Having water is the bedrock of society. All industries, from electricity generation to agriculture to tourism depend on it."

14 Americans die in Afghan chopper crashes

KABUL, Afghanistan - Helicopter crashes killed 14 Americans on Monday — 11 troops and three drug agents — in the deadliest day for the U.S. mission in Afghanistan in more than four years. The deaths came as President Barack Obama prepared to meet his national security team for a sixth full-scale conference on the future of the troubled war.
The casualties also marked the Drug Enforcement Administration's first deaths in Afghanistan since it began operations here in 2005. Afghanistan is the world's largest producer of opium — the raw ingredient in heroin — and the illicit drug trade is a major source of funding for insurgent groups.
In the deadliest crash, a helicopter went down in the west of the country after leaving the scene of a firefight, killing 10 Americans — seven troops and three Drug Enforcement Administration agents. Eleven American troops, one U.S. civilian and 14 Afghans were also injured.
In a separate incident, two U.S. Marine helicopters — one UH-1 and an AH-1 Cobra — collided in flight before sunrise over the southern province of Helmand, killing four American troops and wounding two more, Marine spokesman Maj. Bill Pelletier said.
It was the heaviest single-day loss of life since June 28, 2005, when 16 U.S. troops on a special forces helicopter died when their MH-47 Chinook helicopter was shot down by insurgents. The casualties also mark the first DEA deaths in Afghanistan since it began operations there in 2005.
In an address to Navy and Marine Corps personnel Monday at Naval Air Station Jacksonville in Florida, President Barack Obama paid tribute to the helicopter victims and their families and friends.
“Like all those who give their lives in service to America, they were doing their duty and they were doing this nation proud.
“They were willing to risk their lives, in this case, to prevent Afghanistan from once again becoming a safe haven for al-Qaida and its extremist allies. And today, they gave their lives … to protect ours. Now, it is our duty, as a nation, to keep their memory alive in our hearts and to carry on their work.”
Taliban claim
U.S. authorities have ruled out hostile fire in the collision but have not given a cause for the other fatal crash in the west. Taliban spokesman Qari Yusuf Ahmedi claimed Taliban fighters shot down a helicopter in northwest Badghis province's Darabam district. It was impossible to verify the claim and unclear if he was referring to the same incident.
Military spokeswoman Elizabeth Mathias said hostile fire was unlikely because the troops were not receiving fire when the helicopter took off.
NATO said the helicopter was returning from a joint operation that targeted insurgents involved in "narcotics trafficking in western Afghanistan."
"During the operation, insurgent forces engaged the joint force and more than a dozen enemy fighters were killed in the ensuing firefight," a NATO statement said.
U.S. forces also reported the death of two other American service members a day earlier: one in a bomb attack in the east, and another who died of wounds sustained in an insurgent attack in the same region. The deaths bring to at least 47 the number of U.S. service members who have been killed in October.
This has been the deadliest year for international and U.S. forces since the 2001 invasion to oust the Taliban. Fighting spiked around the presidential vote in August, and 51 U.S. soldiers died that month — the deadliest for American forces in the eight-year war.
The latest deaths came as Obama prepared to meet his national security team for a sixth full-scale conference on the future of the troubled war.
Obama is debating whether to send tens of thousands more troops to the country, while the Afghan government is rushing to hold a Nov. 7 runoff election between President Hamid Karzai and challenger Abdullah Abdullah after it was determined that the August election depended on fraudulent votes.
The administration is hoping the runoff will produce a legitimate government. In Washington, Obama was to meet with his national security team Monday in the White House Situation Room.
Abdullah on Monday called for election commission chairman Azizullah Lodin to be replaced within five days, saying he has "no credibility."
Lodin has denied accusations he is biased in favor of Karzai, and the election commission's spokesman has already said Lodin cannot be replaced by either side
NASA readies for pivotal test of new rocket

NASA's brand-new rocket, the vehicle planned to launch astronauts spaceward after the space shuttles are retired, is poised to make its first-ever test flight Tuesday.
The experimental Ares I-X rocket is set to lift off at 8 a.m. ET from Pad 39B here at Kennedy Space Center. NASA needs good weather in order to gather detailed data on how the $445 million booster performs during this maiden voyage. Unfortunately, weather officer Kathy Winters has predicted a grim 60 percent chance of clouds thwarting a launch attempt Tuesday.
"The weather is a little bit of a concern tomorrow," Winters said Monday.
Ares I-X is a trial version of the Ares I rocket, planned under NASA's Constellation program to ferry astronauts to low-Earth orbit aboard an Orion spacecraft. The test rocket includes a real solid-rocket first stage, with a mock second stage and dummy Orion crew capsule on top to simulate the intended weight and size of Ares I. Ares I-X is the tallest booster in service or about to fly and stands about 327 feet (100 meters) high — 14 stories taller than NASA's space shuttles.
The test flight comes at an uncertain time for NASA. The agency's plans to use the Ares I rocket and Orion capsules to replace the shuttle fleet and return astronauts to the moon by 2020 are under review by President Barack Obama's administration. Last week, a report from an independent panel appointed by the White House suggested that NASA consider scrapping the Ares I rocket in lieu of commercial rockets that could be ready sooner.
Despite the uncertainty, NASA officials said they stand behind the flight test, which should be useful not just for designing Ares I but also for other future rockets.
"Much of that kind of learning will be applicable to any large-scale launch system," said Jeff Hanley, program manager for NASA's Constellation program, which encompasses Ares I and Orion.
NASA hopes to have the Ares I and Orion vehicles in service by 2015, but the White House panel said that date would likely slip to 2017.
Untried rocket
As an untried rocket, the flight does carry some risk, mission managers said.
"We're not going to guarantee this is going to work," said Steve Davis, Ares I-X deputy mission manager. "This is a flight test. We have very high confidence it's going to work but there's some areas we're testing for the first time, and that's why we're doing the test."
If the rocket were to fly sharply off-course and threatened to pose any danger to the public, an explosive mechanism onboard called the range safety system could be initiated to destroy the booster.
"[We'll] make sure that were providing safety to the public," said Ed Mango, Ares I-X launch director. "There's no chance that this vehicle is going to go anywhere where the range can't take care of anything it needs to."
Also adding to the potential hazard of the flight is the fact that the space shuttle Atlantis is currently poised atop its Launch Pad 39A, a mere 1.6 miles (2.5 km) away. If Ares I-X were to explode, the nearby space shuttle could be in jeopardy. However, because of the trajectory planned for the rocket, as well as the high level of confidence that it will work generally as planned, NASA has estimated a slim 1-in-10,000 chance of catastrophic damage to Atlantis — a danger level the agency is willing to accept.
Gloomy skies
In fact, mission managers say their biggest fear now is the weather. When asked if any issues were keeping him up at night in advance of the flight, Ares I-X mission manager Bob Ess replied "mostly the weather."
Because this is the first launch of its kind, and a major goal is to photograph and videotape the rocket's performance, NASA requires pristine skies and clear visibility to loft the booster. Furthermore, the launch is constrained by the risk of a phenomenon called "triboelectrification," which could occur when the rocket passes through clouds and triggers static electricity that might interfere with the instruments onboard. This is not a concern with space shuttle launches, which have been proven immune to this occurrence.
Ares I-X has a four-hour launch window, from 8 a.m. to noon ET, and it only needs about 10 minutes of clear skies within that time to launch. If the rocket cannot blast off on Tuesday, NASA can try again during the same window on Wednesday, when weather conditions are expected to improve.
NASA will begin counting down toward the planned liftoff at 1 a.m. EDT Tuesday, with a live television broadcast to begin at 5 a.m.
Ready to go
Despite the inherent uncertainty in Ares I-X's flight, mission managers said they are as confident as possible.
"We're in great shape, the vehicle's ready to go, and certainly all of us are really excited about Tuesday's launch," said NASA test director Jeff Spaulding during a Sunday briefing
