Mageuzi ya Arabuni na nishati ya nyuklia kutawala mkutano wa G8

Mkutano wa mataifa nane tajiri duniani, G8, unafanyika mjini Deauville, Ufaransa, na kabla ya kuondoka kuelekea mkutano huo, Kansela Angela Merkel amelihutubia bunge la Ujerumani kueleza msimamo wa nchi yake.
Hotuba ya leo ya Kansela Merkel ilikuwa fupi lakini iliyofumbata kila kitu ndani yake, kutoka msimamo wa Ujerumani kuelekea wimbi la mageuzi katika mataifa ya Kiarabu hadi sera za serikali yake kuelekea nishati ya nyuklia.
"Tunakutana katika wakati ambao kuna wimbi la mageuzi Arabuni na Afrika ya Kaskazini, nasi tunapaswa kuwa na msimamo wa pamoja kuhusu hali hii. Serikali za huko zinajikuta zikilazimika kuakisi matakwa ya mabadiliko ya kisiasa na kiuchumi ya watu wao." Kansela Merkel ameliambia Bunge la Ujerumani.
Kama wenzake wa Marekani, Uingereza na Ufaransa, kiongozi huyu wa Ujerumani naye amewapongeza vijana katika mataifa hayo ya Kiarabu kwa ujasiri wao wa kupigania mabadiliko.
Na ingawa si kwa njia ya moja kwa moja, Kansela Merkel naye ametoa hakikisho la msaada wowote unaohitajika kuhakikisha mabadiliko ya kidemokrasia katika mataifa hayo yanaimarika kwa maslahi ya usalama wa ulimwengu mzima.

Hili linatiliwa mkazo na hali ya mmoja wa wanachama wa G8, Japan, ambayo ilikumbwa na janga la tetemeko la ardhi na tsunami mwezi Machi mwaka huu, na kuviathiri vibaya vinu vya nyuklia vya Fukushima nchini humo. Hili ndilo analokwenda nalo Waziri Mkuu wa Japan, Naoto Kan.
"Nitaelezea namna ambavyo Japan imepambana na inavyohitaji msaada wa kupambana na athari za janga hili. Hilo ndilo nitakalouomba ulimwengu na marafiki zetu wa G8." Amesema Kan.

Juu ya hayo, kuna suala pia la mrithi wa nafasi ya ukuu wa Shirika la Fedha la Kimataifa, IMF, baada ya Mfaransa Dominique Strauss-Kahn, kujiuzulu akikabaliwa na kesi ya ubakaji.
Jumuiya ya G8 inayoyaleta pamoja mataifa tajiri sana duniani, ina usemi mkubwa kwenye hatima ya Shirika hilo na ingelipenda kuona kuwa mtu anayechukuwa nafasi hiyo, ni yule anayekubalika kwao.
Tayari Waziri wa Fedha wa Ufaransa, Christine Lagarde, ametangaza nia ya kuwania nafasi hiyo, akiwa na uhakika wa uungwaji mkono wa mengi ya mataifa yaliyomo kwenye G8, ikiwemo Ujerumani, ambayo tangu mwanzo Kansela Merkel
alishasema kwamba, angelipenda kuona mrithi wa
Strauss-Kahn anatokea kwenye Umoja wa Ulaya.
Suala la uchangiaji wa Shirika hilo la Fedha la Kimataifa linatarajiwa pia kujadiliwa kwa kina, ambapo hadi sasa, mataifa haya ya G8 yanakisiwa kuchangia karibu asimilia 50 ya mfuko wa taasisi hiyo yenye usemi mkubwa sana kwenye uchumi wa ulimwengu, na hivyo kuyapa mataifa hayo kauli ya juu.

The discussions open at the Windsor Hotel, close to Lake Toyako, on Monday morning, with the heads of the United States, Japan, Germany, France Britain, Italy, Canada and Russia joined by 14 other heads of state in what is the largest ever G8 meeting.
Despite the efforts of police and immigration authorities in Japan, several thousand foreign demonstrators have joined forces with home-grown protesters to rail against everything from global warming to banning cluster bombs, poverty and even the G8 itself.
One banner unveiled at a protest event in the nearby city of Sapporo declared: "No to the hypocritical G8 Summit promoting the destruction of the global environment."
Another stated: "Down with imperialism."
The protests were more relaxed than on Saturday, when around 5,000 demonstrators were escorted through Sapporo by hundreds of police in full riot gear.

Amnesty International inasema kwamba machafuko ya baada ya uchaguzi yamewaacha raia wa Ivory Coast na mafadhaiko makubwa
, kwenye ripoti yake ya kina ambayo imesema taifa hilo lilishuhudia machafuko mabaya zaidi tangu kugawanyika mara mbili hapo mwaka 2002.
Watatifiti wa ripoti hiyo waliwahoji mashahidi waliopoteza jamaa zao katika ghasia zilizolenga makabila pamoja na waathirika wa ubakaji uhalifu unaolaumiwa kutekelezwa na pande zote.
Takriban watu elfu tatu walipoteza maisha katika machafuko hayo huku maelfu wakikimbia makaazi yao, baada ya rais Laurent Gbabgo, kukataa kuridhia kushindwa katika uchaguzi wa urais mwaka jana.
Machafuko mabaya zaidi yalitokea katika mji wa Duekoue,ambapo mamia ya raia waliuawa baada ya eneo hilo kutwaaliwa na wanajeshi watiifu kwa rais mteule Alassane Ouattara.
Kiongozi huyo ameahidi kuhakikisha pande zote zinachunguzwa ambapo amemuomba mwendesha mashtaka mkuu katika mahakama ya kimataifa ya uhalifu wa kivita kuchunguza uhalifu wa kivita nchini humo.
Ripoti hiyo ya Amnesty International, aidha imelaumu vikosi vya kulinda amani vya Umoja wa Mataifa ikisema vilikosa kuzuia mauaji katika mji wa Duekoue ambao uko karibu sana na kambi walinda amani hao.

ABIDJAN, Dec 28 (Reuters) - The government of Ivory Coast's incumbent leader Laurent Gbagbo said it would sever ties with countries that recognised envoys named by presidential claimant Alassane Ouattara in a powerful sign he was not about to quit.
"The government would like to make it known that in the light of such decisions, it reserves the right to apply reciprocity in ending the missions of their ambassadors in Ivory Coast," the government's spokesman said in a statement on national television on Tuesday.
French Foreign Minister Michele Alliot-Marie had said that France would accredit a new Ivorian ambassador at the request of Ouattara's government, which it recognises as the winner of last month's contested election.
Three west African presidents met Gbagbo earlier on Tuesday to deliver an ultimatum from the ECOWAS regional bloc to step down as leader of the world's top cocoa grower or face removal by force. After that meeting they met with Outtarra.
"All went well" in the meeting with Gbagbo, one of the leaders, Benin's President Boni Yayi, said as it ended.
He declined to give further details. The delegation planned to travel to Nigeria to report back to the bloc's chairman, Goodluck Jonathan.
Gbagbo's government has signalled he is unlikely to agree to bow to international pressure and cede power to Ouattara, considered by regional and world powers to be the legitimate winner of last month's presidential election.
The United States and the European Union have imposed a travel ban on Gbagbo and his inner circle, while the World Bank and the regional West African central bank have frozen his finances in an attempt to weaken his grip on power.
Gbagbo's government officials were not immediately available to comment after the meeting with the three presidents -- Benin's Yayi, Sierra Leone's Ernest Bai Koroma and Cape Verde's Pedro Pires.
Gbagbo's camp originally said it would welcome the visiting leaders "as brothers and friends, and listen to the message they have to convey". But shortly before the meeting, his government warned it would not tolerate any meddling in its affairs.
REJECTS INTERVENTION
"Let's avoid political delinquency. No international institution has the right to intervene by force to impose a president in a sovereign state," government spokesman Ahoua Don Melo told the BBC when asked if Gbagbo would leave.
Post-election violence has killed more than 170 people and threatens to tip the country back into civil war.
In a sign of mounting tensions, a crowd attacked a United Nations convoy on Tuesday, wounding one peacekeeper with a machete and setting fire to a vehicle, according to a statement issued by the U.N. mission in Ivory Coast.
Provisional election results showed Ouattara winning by 8 percentage points. But the nation's top court, run by a Gbagbo ally, overturned the results amid allegations of fraud.
The standoff turned violent this month after Ouattara supporters tried to seize the state broadcaster's building and clashed with security forces. At least 20 people were killed.
After several days of calm, sporadic gunfire was heard on Tuesday morning in the Abidjan neighbourhood of Abobo, a stronghold of Ouattara supporters. A Reuters witness said police were chasing youths trying to set up barricades with burning tyres. It was not known if there were any casualties.

na Waziri wake, William Ngeleja baada ya kuhoji mambo mbalimbali kuhusu matatizo ya nishati ya umeme nchini ikiwemo mkataba kati ya shirika hilo la umma na kampuni ya gesi Songas.
Katika kikao hicho kilichowakutanisha viongozi wa Serikali na Tanesco wakiongozwa na Waziri Ngeleja, jambo zito ukiacha la mgawo wa umeme lilikuwa kuhusu mkataba huo wa Songas ambao unadaiwa kugubikwa na giza.
Miongoni mwa mambo ambayo Mwenyekiti wa kamati hiyo ya Bunge, January Makamba aliibana Tanesco, mbali ya uzalishaji umeme kwa kutumia mafuta wakati wa dharura ni kuhusu faida inayopatikana na umiliki wa mradi huo baada ya serikali kulipa deni Benki ya Dunia (WB).
Hata hivyo, akijibu maswali hayo, Mhando ambaye kila wakati aliposimama alikuwa akiweka suti yake sawa, alisema kuwa hafahamu... "Inabidi nikaupitie tena mkataba huo kwani sijaona kipengele hicho kinachodai kwamba ikiwa gesi imekwisha, basi mafuta yatumike kwa dharura kuendeshea mitambo ya umeme.”
Katika swali lake, Makamba alikuwa na shauku ya kufahamu uwezo wa wanasheria na watendaji waliopo Tanesco akisema ni vigumu kuingia mkataba na watu au kampuni fulani halafu ikawa ngumu kujua ndani ya mkataba kuna kitu gani.
Hata hivyo, Mhando alilitetea shirika hilo akisema lina watendaji wenye uzoefu mkubwa lakini tatizo kubwa ni uwezeshwaji kutoka serikalini, kwani shirika linaalzimika kukopa ili wataalamu wake wafanye kazi kwa ufanisi mzuri.
Alisema ni vizuri shirika likaachwa lijiamulie lenyewe mambo yake pasipo kuingiliwa na serikali akisema hali hiyo ndiyo inayopunguza ufanisi wa kazi.
Mtendaji mkuu huyo wa Tanesco, alisema shirika lake halina uwezo wa kufanya mambo mpaka liihusishe serikali hivyo ingekuwa vizuri waachiwe muda wa kujiendesha wenyewe kama shirika.
Mbunge wa Magu, Dk Festus Limbu alihoji ni kiasi gani Tanesco inahitaji kupatiwa ili kuondokana na tatizo la mgawo wa umeme swali ambalo lilimtoa jasho Mhando baada ya kuorodhesha miradi mingi bila kutoa jibu la kitakwimu za fedha.
Ngeleja aliingilia kati kujibu swali hilo akisema wakati mwingine Tanesco inaonewa kwani wakati ikiomba fedha nyingi za miradi wabunge huwa hawaiungi mkono.Alisema ni vigumu kutoa hesabu kamili ya ni kiasi gani kinachotakiwa kwa sababu wanaotoa fedha ni serikali na hivyo ni vigumu kutoa majibu hayo kwa kamati kwa muda mfupi.
“Ni vigumu sana kutoa tarakimu kamili kwamba ni kiasi gani kinachotakiwa ili kulimaliza hili tatizo la umeme kwa sasa,” alisema.Alisema Tanesco ni taasisi ya serikali inayojitegemea na kujiendesha kwa misingi ya kibiashara, hivyo serikali itaendelea kutoa muongozo wa kisera na kusimamia sheria bila kuingilia majukumu ya kiufundi na kiutendaji ya shirika hilo.
Hata hivyo, alikiri kuwa ni vyema mkataba wa Songas na Tanesco ukapatiwa upya ili kuondoa tatizo hilo la umeme nchini... “Hili linawezekana kabisa kwani ni shirika kubwa la muda mrefu. Linaweza likajiendesha lenyewe bila ya kutegemea serikali,” alisema Ngeleja.
Kuhusu mkakati wa kupata mitambo, alidai taratibu za kukamilisha mazungumzo ya kuuziana umeme na kampuni iliyonunua mitambo ya Dowans ziko katika hatua ya zabuni.
“Mchakato wa zabuni hiyo unatarajiwa kukamilika katika kipindi cha wiki moja tu,"alisema Ngeleja.
Pia alidokeza kuwa mchakato wa kukodi mitambo ya uwezo wa megawati 260 kufikia Julai, 2011 unaendelea, majadiliano na mshindi wa zabuni ya megawati 70 za Tanga yameshakamilika na mkataba unatarajiwa kutiwa saini hivi karibuni. Alisema zabuni za mitambo mingine ya Tegeta, Tank Farm na Ubungo Old Diesel Plant, hazikupitishwa na bodi ya uzabuni kwa kuwa hazikukidhi viwango vilivyowekwa.
Hata hivyo, alisema zabuni ya kununua mitambo mipya ya megawati 150 itafunguliwa keshokutwa.
Lakini pia, Ngeleja alikiri kuwa kampuni ya Marekani ya Symbion Power, ndiyo iliyothibitisha kuwa imenunua mitambo ya kufua umeme ya Kampuni ya Dowans Tanzania Limited.
Ngeleja alisema wizara yake ipo mbioni kukamilisha mkakati wa kurekebisha sekta ya umeme ifikapo Desemba, mwaka huu akisema sekta ya nishati ni mhimili wa maendeleo ya kiuchumi na kijamii hivyo wizara hiyo itaendelea kushauriana na mamlaka husika ili ipewe kipaumbele kwenye bajeti ya serikali.
